From (4) we learn that all gnomes are citizens. This is pertinent. If all gnomes are citizens, and not all gnomes vote to elect the High Tinker, then Gnomeregan is not a democracy, wherein every citizen gets the vote. [Note that "who counts as a citizen" can be very complex in many real-world democracies both historically and currently.]
From (3) we learn that Mekkatorque was elected to the position of High Tinker at a young age, compared to other High Tinkers, and that he has already held the position longer than usual, but that due to the current "state of emergency," he has not needed to step down.
From (2) we learned some of the basics of their electoral process, through Thermaplugg's campaign to have himself elected High Tinker, but Mekkatorque's election instead. This is non-canon, though Blizzard-published.
From (1) we learned that the gnomish monarchy ended four hundred years ago [only the most venerable gnome mages were alive then], that Gnomeregan was buit two hundred years ago [old gnome grandparents were alive then], that High Tinkers are elected from among the most skilled inventors of Gnomeregan, for set terms of service. This bit is confirmed by (4), and also by (3), wherein Mekkatorque, even on the first page, references his election by the Tinkers Court, and the lofty position he had in it, page six also references the Tinkers' Court, and its role in Gnomeregan government. The same story, however, also suggests that widespread opinion is crucial in the election of a High Tinker, which would suggest something closer to democracy.
From (5) we learn that there is a Tinkers' Court, a chamber with a half-dozen spaces, which suggests that said Council of Tinkers exists, and which suggests that said Council of Tinkers is of limited number.
So, High Tinker elected by a council, rather than by vote of all gnomes suggests meritocratic oligarchy. Ruled by an elected post for a term position, rather than a monarch for life says republic.

Ich kann mir gut vorstellen, dass viele Gnome eher unpolitisch eingestellt sind und nur ihre Forschung im Kopf haben. Da ist es doch naheliegend, den ganzen Regierungs-Kram einem Expertengremium zu überlassen.

Stimme Feuerkabel da zu.
Gnome sind ja ziemlich kreativ und erfinderisch, sobald aber Wahlen ins Spiel kommen, geht es auch um Macht und Strukturen in eben dieser. Es geht weniger um die Sache, sondern um Beliebtheit, um Ansehen, Titelgeilheit und persönliche Kontakte. Ich glaube, Gnome sind dafür zu kreativ-abgehoben und gleichzeitig zu pragmatisch (man beachte nur den Eintopf und das ganze häusliche Leben), um sich auf solche Machtspielchen einzulassen.
(Ausnahmen gibt es natürlich immer, aber der Regelgnom wirkt mir eher völlig unpolitisch.)
